Flagler County, FL was once a place known for it’s beautiful beaches and friendly residents. Those things are incredible, but what about it’s conservative leadership and examples of strong policy leading the state?

Enter, Commissioner Joe Mullins.

Joe Mullins is a community-oriented businessman and entrepreneur who served as the Flagler County Commission in the District 4 seat. While in office, Joe focused on public safety, attracting high-paying jobs to Flagler County, reducing taxes and red tape for Flagler’s residents and small businesses, preserving Flagler County’s quality of life, provided state of the art facilities for law enforcement, providing critical medical care, broadband through out the county, while bringing in hundreds of millions of grant dollars that the county has never seen before. Unfortunately, this isn’t the trend that has continued.

These are the issues that mattered to the Flagler County resident, and that put Flagler County in the #1 spot of the Best Counties In Florida. As a leader in so many areas, Flagler County experienced exponential growth under Joe Mullins’ leadership.

       However, recent majority leadership changes in Flagler County have shifted them out of the top spot, fixated on less Flagler-Focused issues. The great hardworking staff, and community, deserve better than the current majority leadership that micro manages and spends unnecessarily. 

       Joe Mullins only shared these comments with The Florida Conservative Press, “It was an honor to watch Flagler County lead the way in Florida on so many key issues of our time— it is unfortunate to see the hard work of our team be washed away by the current administration in Flagler County. I only hope, and pray, the best for Flagler County moving forward.”

After a short lived lawsuit against the Joe Mullins Companies the questionable Arizona based opponent has not received the outcome they expected. 

       The Arizona based business stated the Joe Mullins Companies took money, and did not deliver tickets to the 2023 Masters Tournament. The Joe Mullins Companies stood their ground, and delivered tickets they had available, and refunding any money that they were given for tickets that were not available.

 The Joe Mullins Companies filed summary judgement showing it was all a frivolous lawsuit. Upon reading the summary judgement, the attorney of the Arizona-based firm immediately contacted the attorney team of the Joe Mullins Companies to settle it in mediation. This showed a bad standard of leadership from the beginning, that was merely not true.

       The Arizona-based opponent fabricated a storyline that The Joe Mullins Companies, specifically the Mullins Sports and Entertainment division, was involved in counterfeit tickets for the 2023 Masters Tournament. The storyline crumbled, and the Joe Mullins Companies prevailed with a victory in the courts. 

  In a recent statement from Joe Mullins he said, “I am very happy with the outcome of this matter. The Joe Mullins Companies has been, and will always be, an ethical business striving to set itself apart from those who look to fabricate stories that tell otherwise. Our standard of doing business with Fortune 500 companies has allowed us to continue growing sales year after year.”

When he received a text message on August 15, 2022, from Jack Edward Fisher attempting to engage him in the purchase of illegal substances, Joe Mullins knew immediately what to do. Little did Mr. Fisher know that Joe is not only 11 years sober, he is also a Flagler County Commissioner.

Joe promptly alerted authorities when he received the message by mistake and helped arrange a meetup that led to the arrest of Mr. Fisher. When Mr. Fisher was found, he was in possession of a bag filled with 3.17 grams of fentanyl, which authorities said was enough to potentially kill 1,585 people.

Since expanding his businesses and properties to Flagler County, Joe Mullins has been committed to making the area a cleaner and safer community for generations to come. He started the Opioid Task Force in 2018 and has been working diligently behind the scenes and in the public to make Flagler a drug free place to live, shop and play.

Commissioner Mullins is proud to serve the Flagler Community and looks forward to continuing to serve the community for years to come.

Commissioner Joe Mullins Runs County Meetings to Bring Broadband Access to Western Flagler

In an effort to bring broadband access to the Western parts of Flagler County, Flagler County Commission Chairman Joe Mullins began organizing meetings back in 2018. In 2019, the Flagler County Broadband Task Force was created.

Following several months of meetings, the Flagler County Commission voted unanimously to ratify the contract between Charter Communications and Flagler County to bring broadband internet services to the county’s Western portions. As a result, internet access in Western Flagler will soon become a reality.

“Promises made and promises delivered,” Joe Mullins said. “While many areas are still talking about bringing in broadband, we are doing it in Flagler. Thank you to the county staff and our Broadband Task Force for getting it done.”

Joe Mullins and Flagler County are very pleased that Charter Communications stepped up to improve broadband connectivity for Flagler’s rural residents. Charter Communications provided millions in funding to help make this a reality. Greg Blose, the president and CEO of the Palm Coast-Flagler Regional Chamber of Commerce also commended the county government officials who worked proactively to benefit the residents of Flagler with this project. The effort put forth will significantly benefit the residents of Flagler for years to come.

“The Chamber applauds Flagler County government and Charter Communications for working together to improve broadband connectivity for our rural residents, said Blose. “Charter Communications has stepped up to provide millions in funding to help make this a reality, and our county government worked proactively with the private sector. I am very proud of the effort put forth, which will significantly benefit our residents.”

Flagler County Commissioner Joe Mullins along with the other members of the Flagler County Government and Staff reviewed and revised impact fee increases for Flagler County.

Impact fees are a charge imposed by local governments in Florida to help fund the infrastructure required to support new growth. They are one-time charges paid by the proposed development to fund the cost of providing facilities that will serve that new construction.  The concept behind impact fees is that even though development can bring many benefits, it also affects infrastructure needs. Developments add people, which means more traffic to roadways and other transportation infrastructure as well as increasing the demand on parks and recreational facilities, libraries, law enforcement, fire and EMS facilities, schools, and other public buildings. In order to accommodate this growth in demand for facilities, additional capital investment is required. Per Florida law, impact fees must be announced 90 days prior to going into affect.

An initial study justified a total of $6,500 in new and increased impact fees. The Flagler County Board of County Commissioners approved a 50% reduction. The new impact fees, totaling $3,092 per single family home, took effect on March 15, 2022.

The approved fees are as follows:

  • Transportation: $1,502
  • Parks and Recreational Facilities: $ 304
  • Law Enforcement: $ 218
  • Fire Rescue: $ 738
  • Emergency Medical Services: $ 62
  • Library: $ 268

Flagler County Commissioner Joe Mullins earns the highest designation of education program.

At the Florida Association of Counties Annual Conference and Educational Exhibition in Orange County on June 30, 2022, the Institute for County Government (ICG) presented Flagler County Commissioner Joe Mullins with the Advanced County Commissioner Level II (ACC II) designation.

This ACC II designation signifies that Flagler County Commissioner Joe Mullins has completed the most senior level of a comprehensive study program designed by ICG. The ACC II education program focuses on transforming the state of Florida and its counties by producing versatile and strong leaders who have the tools to address challenges across multiple governing bodies and fields. Commissioners who have graduated from the Certified County Commissioners (CCC) and the Advanced County Commissioner Level I (ACC I) program are given the opportunity to participate.

“As the highest designation offered by ICG, commissioners are challenged to confront the most intricate and complex issues that face Florida,” shared the Institute for County Government’s Executive Director, Eric Poole. “These commissioners who volunteer to dedicate time and energy into earning this designation exemplify the quality of leaders we have on a local level in Florida.”

The ACC II education program allows participants to broaden and refine their skills that they learned during previous programs. Flagler County Commissioner Joe Mullins also had the opportunity to build relationships with other Florida leaders on the local, state and federal levels.

“I am proud to continue to serve Flagler County as I deepen my skills, my relationships, and the tools needed to address the challenges faced by my constituents in District 4,” said Flagler County Commissioner Joe Mullins.
